HDM-4 was officially released around the year 2000 as the successor to HDM-III. Its development was a major upgrade, aiming to provide a powerful system for the analysis of road management and investment alternatives. The intellectual property rights of HDM-4 are held by the World Road Association (PIARC), which entrusted its distribution to an international consortium called HDMGlobal.
